What happens when a cloak attacks a city occupied by a unit

A vengir cloak unit had managed to slip between the swordsmen and catapults into the bardur city of Orkur, taking its resources stockpiled and trying to take a hold of the city, but failing. The garrison fends the daggers off, who are either destroyed or manage to leave to set up around the city. Some of the Garrison didn't even have time to dress in their battle uniforms, which caused minor casualties from the rather disorganized "riot".
