I made this flag for the imperius. I took inspiration from the little flags you can find on the garden of fortune and also added a double headed eagle to symbolize its native region.

MEANINGS:

Blue - Represents the Seas and Skies White Circle with Double Headed Eagle - The Heavenly God blessed Race that is The Imperius
