Ice fortresses weren't originally meant for combat.

They were originally designed as shelter whenever blizzards or thunderstorms arose.

Though overtime, the Polaris decided adding cannons and sleds to the ice fortresses would be a good idea as not only can it be used as a shelter, it can also be used as a weapon of mass destruction.
